Political theory is Not determining/determinism - one best way of socio-political arrangement - Political theory just explore,  understand, and analysis different ways of socio-political arrangement.

Thomas Kuhn wrote "The Structure of Scientific Revolutions" explaining the role of paradigm in theoretical enterprise. Also gave the most popular explanation of paradigm.

Views

1. Deontological View: Means should be morally good and correct as well as the end/goal - Gandhi, John Rawls, Immanual Kant (propounded this stream in liberalism);
2. Teleological View: End/goal only matters, not how is that achieved - utilitarian view. Jeremy Bentham consider as propounded this stream in classical liberalism;
3. Consequentialism: similar to deontological view; Immanual Kant adopted deontological view;
